My female puppy is severly jealous of our older male dog?

My 7 yr old male mini schnauzer is great. He very docile and fixed. New puppy is horribly jealous of him. Exactly the opposite of what happens in most households with the older dog being jealous of the puppy. She's becoming, or already is, the alpha. I don't know how to turn this around. She's constantly harring him, he just takes it. Any suggestions?
